Salary Range:
$55,000 – $70,000

Class Definition:

  • General Statement of Duties:
    To be responsible for assisting in the management of the Developmental Disabilities Council Program; to assist in the implementation, representation and execution of the Council's policies and plans, policy analysis and personnel management; and to do related work as required.
  • Supervision Received:
    Works under the general direction of the Executive Director with considerable latitude for the exercise of independent judgment and initiative; work is reviewed through reports and conferences for conformance with established objectives, policies, laws, rules, and regulations.
  • Supervision Exercised:
    Plans, supervises and reviews the work of a subordinate staff.

Illustrative Examples of Work Performed:

  • To be responsible for assisting in the management of the Developmental Disabilities Council Program; and to assist in the implementation, representation and execution of the Council's policies and plans, policy analysis and personnel management.
  • To be responsible for assessing and documenting a statewide service system need for individuals and their families in coordination with Development Disabilities Executive Committee, advocacy groups and private and state agencies.
  • To be responsible for the development of long-range goals and specific annual objectives and priorities for meeting service system needs of individuals and their families with developmental disabilities.
  • To develop the five-year developmental disabilities state plan and annual amendments and to supervise its completion in conjunction with the Council's Executive Committee and ensure such state plan conforms with state, regional and federal guidelines and regulations.
  • To be responsible for assisting in the development and preparation of the annual budget and its amendments.
  • To serve in the capacity of the Executive Director in his/her absence.
  • To develop the Council's annual program performance report and to supervise its completion, ensuring it conforms with federal guidelines.
  • To be responsible for reviewing and evaluating state and federal laws, rules and regulations in the field of developmental disabilities and ensure compliance with such provisions.
  • To coordinate activities of the Council with other advocate groups, state and private agencies to provide and obtain technical assistance in the areas of planning, policy, advocacy, public awareness, training, outreach, monitoring, evaluation and other appropriate areas of concern.
  • To prepare reports, studies, recommendations, position and research papers regarding program activities.
  • To provide technical assistance to various agencies and organizations, staff members and the general public; assists in the orientation and training of Council members; and to attend meetings and conferences as required.

Required Qualification for Appointment:
Knowledges, Skills and Capacities:
A thorough knowledge of the principles, practices, and techniques needed for assisting in developing a comprehensive system and a coordinated array of services and other assistance for persons with developmental disabilities and their families; the ability to apply such knowledge in assisting in planning, developing, administering, analyzing, monitoring and evaluating a statewide system of services in order to support persons with developmental disabilities to achieve their maximum potential through increased independence, productivity, and integration into the community; the ability to effectively interpret federal and state laws and regulations relating to developmental disabilities; the ability to conduct a comprehensive review and analysis of services provided by all state agencies which affect individuals with developmental disabilities; the ability to develop the Council's five-year plan and yearly revisions; the ability to coordinate and collaborate with other advocate groups, private agencies, public officials, federal and state agencies, and the general public; the ability to provide and obtain technical assistance in the areas of planning, policy, advocacy, public awareness, training, outreach, monitoring and evaluation; and the ability to assist in the preparation and development of the Council's budget and annual report; the ability to assist in the formulation and execution of the Council's policies, procedures, rules and regulations; the ability to plan, supervise and review the work of professional and clerical staff; the ability to assist in providing orientation and training to Council members; and related capacities and abilities.

Education and Experience

  • Education:
    Such as many have been gained through: graduation from a college of recognized standing and possession of a master's degree with specialization in psychology, public administration, rehabilitation, or a closely related field; and
  • Experience:
    Such as may have been gained through: considerable employment in a responsible supervisory position involving assisting in the development of a comprehensive statewide system for persons with developmental disabilities.
  • Or,
    any combination of education and experience that is substantially equivalent to the above education and experience.
